Why Marcelo Ebrard granted a piece of land in Santa Fe to José María Riobóo in 2010
On September 14, 2010, the decree was issued by which the then Federal District disincorporated the properties known as ZE-1 and ZE-2 in Santa Fe, to be private property, according to the Official Gazette of the capital government.
Marcelo Ebrard, then Head of Government of the Federal District, granted engineer José María Riobóo, favorite contractor during the administration of Andrés Manuel López Obrador, a 14,924-square-meter property to develop a new campus for Westhill University, in which the engineer is the owner and rector.
The land is located in the Santa Fe neighborhood, Cuajimalpa and according to some analyzes, the square meter in that area was around $53,038.90, so that the total price of the property was around 800 million pesos, an amount eight times higher to the "white house" of Enrique Peña Nieto.
The Santa Fe lands were sold for consideration in favor of Servicios Metropolitanos, SA de CV, a company that gave them to José María Riobóo and his wife Yasmín Esquivel Mossa.
Years later, residents of the Tercera Sección del Bosque de Chapultepec denounced that José María Riobóo and his wife, Yasmín Esquivel Mossa, invaded more than 4,000 square meters to expand the facilities of the Westhill Institute SC school.
According to La Jornada, in 2012 the Government of the Federal District lost the annulment trial of Montes Appalaches property number 525, and later the Westhill Institute cut down trees in supposedly protected areas to build sports fields.
The original idea of the founders of Westhill, according to the institution itself, is to offer a complete education program, from kindergarten to undergraduate level, a goal that they completed in 1992 with the opening of the Westhill Institute.
Regarding Riobóo and its relationship with the left-wing governments of Andrés Manuel López Obrador and Marcelo Ebrard, this contractor had already formed four companies in the year 2000, which gave shape to Grupo Riobóo.
When the man from Tabasco ascended to power in the Federal District, Grupo Riobóo was in charge of carrying out the design project for the second floor of the Periférico, one of the most emblematic works of said administration, which involved Claudia Sheinbaum, then Secretary of the Environment.
According to reports from PAN senators, Riobóo was awarded contracts for at least ten works during the López Obrador government in Mexico City.
In addition to the second floor of the Periférico, the list mentions: the San Antonio vehicular bridge, the Boturini vehicular bridge, the Fray Servando bridge, a work on Avenida del Taller, an overpass (depressed) on Av. del Rosal , the first stage of the cycle path, elevated loops for the Metrobús and the road distributor in Zaragoza - Texcoco. In addition, he worked as a calculator on the work of the Puente de los Poetas, in Santa Fe.
In addition to the close relationship between López Obrador and Riobóo, the engineer and husband of Yasmín Esquivel also worked on multiple occasions with Marcelo Ebrard, current Secretary of Foreign Relations and one of the main figures of the so-called Fourth Transformation (4T).
According to the information shared by the PAN senator, along with Ebrard Casaubón, Riobóo was awarded contracts for five works: updating the Periférico Arco Oriente project, executive road project for Constituyentes Reforma, Palmas, two kilometers of construction for the Luis connection Cabrera - Periférico Norte, extension of Line 1 of the Metrobús and the Supervía Poniente (subsection).
After the collapse of a girder on Line 12 of the CDMX Metro that caused the death of 26 people, the acting head of the capital's Government, Claudia Sheinbaum, announced the formation of a "high-level" Technical Committee for the reinforcement and rehabilitation of the damaged section.
