Bill 1706, which grants amnesty to drivers who committed traffic offenses since the start of the pandemic in Peru, has been causing controversy among citizens.

The author of the initiative is Congressman Luis Aragón, of Acción Popular. On December 22, the project was approved in the plenary session of Congress, with 68 votes in favor, 17 against, and 24 abstentions.

Because of the criticism, the Acciopopulist parliamentarian decided to modify his initial proposal. In the replacement text, fines considered very serious were excluded, but those classified as serious were maintained.

Some of these infractions are the G-11, which penalizes for driving, parking or stopping on shoulders, sidewalks, ramps and others. There is also the G-29, which is fined for driving around doing dangerous maneuvers; the G-40, for parking the vehicle in prohibited areas, among others.

For Lino De la Barrera, an expert in transport issues, the project is a negative message towards the order, control and supervision of transport in the country. He said that the work done by the State is harmed when it seeks to regularize traffic violations.

"In the end, everyone feels: 'It's better if I infringe, I wait for it', because there will be pressure for an amnesty and there will be someone who promotes this type of thing so that this ends with nothing, without effect" , said the specialist.

De la Barrera also maintained that the fines that would be forgiven would favor informal transport, among them the bus drivers. The drivers of combis would be another group that would benefit from the approval of this rule in the second vote.

In a press release issued by Congress, the day of approval in the first vote, it was indicated: "The spirit of the initiative is to mitigate the effects caused by the pandemic and promote the economic reactivation of the country, safeguarding the fundamental right to The dignity of the human person".

It was remarked that infractions considered very serious and fines imposed, whose sanction is not in pecuniary matters, such as driving a vehicle while intoxicated, among others, are not included in this amnesty.
