According to the IGJ investigation, Chaqueña Bajada SA was established in 2010 with the minimum share capital, 12,000 pesos, which was never increased. His activity, according to the first minutes of the company, was agricultural: exploiting a 2,592-hectare field that he bought from third parties that same year in Copo, Santiago del Estero. For this purchase, always in theory, it received a loan from its two founding partners and sole shareholders: Luis María Méndez Ezcurra and Horacio Iván Gándara. The same partners are repeated in Sacha Rupaska SA, owner of a rural establishment of some 12,500 hectares in the same department of Santiago del Estero, about which Página/12 reported.

Méndez Ezcurra is married to Rossana Pía Caputo, sister of Luis Andrés or "Toto", the same one who in exchange for a million-dollar sum hired the supposed carpenter Jonathan Morel, leader of the revolufederales, to supply furniture to a hotel venture in the family in Vaca Muerta. A sister of Méndez Ezcurra, in turn, is married to a son of the genocidal Emilio Eduardo Massera.

From the analysis of the corporate documents that work in the IGJ, it appears that Chaqueña Bajada does not register any activity in the agricultural sector and that until 2016, when it stopped presenting its financial statements, it did not have any income from sales or results. Its board minutes transcribe a mere formula empty of content. Its minutes of assemblies report on the non-existence of activities and the resignation of its directors to their remuneration, without ever dealing with the specific management. The expenses of the field were borne in theory by the two shareholders, with whom the shell company registered a debt that could never be cancelled. The resolution signed by Nissen based on the IGJ investigation concludes that "these are fictitious and simulated companies", "mere corporate structures or 'screens' that stand between the shareholders and the aforementioned properties, being these in a personal capacity who carry out the true and real exploitation of said fields, which together add up to an extension of more than 20 thousand hectares”. Based on these facts, the IGJ filed a legal claim for annulment for simulation and illegal activity against both companies and against their members.
